In September, the European Parliament Committee on Industry, Research and Energy (ITRE) published a draft report on academic freedom in the European Union. Frontiers welcomed the recommendations put forward. Recently, an amended version of the report has been adopted.

The Frontiers Research Foundation launches the Open Science Charter calling upon governments, research institutions and funders, the scientific community, and citizens everywhere to support mandatory open access to all publicly funded scientific knowledge by 2030. Photo credit: NASA The climate emergency poses an existential threat, demanding immediate and far-reaching actions. Our planet is edging closer to several irreversible tipping points, with dire consequences for all life. We need a wide spectrum of science solutions urgently and the greatest accelerator is simply to mandate open access to publicly funded articles and data. The current system restricts access to most of the scientific research not only to many scientists, but virtually all practitioners, innovators, and entrepreneurs in the world. The restrictions to access major breakthroughs in sustainability and climate sciences are even more severe. No one can afford such a block to knowledge that we all need to reverse and mitigate the effects of climate change and address many other global challenges. The shift toward net-zero clean economies not only depends on open access to scientific knowledge, but also on political willingness to take evidence-based action. Academic freedom is an ironclad principle in the scholarly world. Yet, we have observed that academic freedom has come under pressure in recent years. On 25 September 2023, the European Parliament Committee on Industry, Research, and Energy (ITRE) published a draft report on the promotion of the freedom of scientific research in the European Union (EU). This sentiment was echoed by Germany’s Minister of Science Bettina Stark-Watzinger in a guest article published in the Frankfurter Allgemeine Zeitung the same day. The head office of the Natural Environment Research Council (NERC) and two of its research groups, the British Antarctic Survey (BAS) and the British Geological Survey (BGS), via NERC Library Service, have joined the national open access deal agreed between Jisc Collections and Frontiers. This landmark deal provides a simplified and streamlined route to open access publishing for researchers in the UK, who publish 7% of the world’s research. This institutional agreement means that eligible NERC head office employees and BAS and BGS researchers may publish in any Frontiers journal with a simplified process, and at a reduced cost to the centres, as articles may benefit from a 10% membership discount. The NERC Library Service supports researchers in making their research more widely available. This agreement will further encourage researchers to publish open access, increasing the volume of research openly available to read and reuse, which also benefits the wider research community and the public at large. Jaume I University has formed an institutional partnership agreement for open access publishing with Frontiers. This institutional agreement means that eligible Jaume I University researchers may publish in any Frontiers journal with a simplified process. Articles may benefit from a 10% membership discount. Jaume I University Library Service supports its researchers in making their research more widely available. This agreement will further encourage Jaume I University researchers to publish open access, increasing the volume of research openly available. While this reduces costs for the researcher, it also benefits the wider research community and the public at large. Gold open access publisher Frontiers has announced its first consortium partnership in North America with the University of California (UC). The one-year agreement will also pilot a novel partnership model: UC will receive unlimited publishing in 20 specified Frontiers journals for a pre-agreed annual flat fee. Credit: Frontiers The eligible journals have been selected by UC from Frontiers’ Humanities and Social Sciences and Sustainability titles as being from underrepresented and under-funded disciplines. The deal will allow corresponding UC authors at any of the University of California’s 10 campuses, including the Lawrence Berkeley National Laboratory (LBNL), to publish in these journals without limit and without APC. “As a native open access publisher, Frontiers is a natural ally in our efforts to advance a more open, equitable, and transparent publishing landscape,” said Miranda Bennett, director of shared collections at UC’s California Digital Library. “This pilot allows us to collaborate with a major publisher of UC-authored research as we explore new models for partnerships between institutions and native open access publishers.” For Frontiers, the agreement with UC is an important opportunity to develop and refine its ‘flat fee’ partnership models. RPTU has formed an institutional partnership agreement for open access publishing with Frontiers. This institutional agreement means that as of 1st September 2023 eligible RPTU researchers can publish in any Frontiers journal, with a simplified process and articles may benefit from a 5% partnership discount. The University Library RPTU supports its researchers in making their research more widely available. This agreement will further encourage RPTU researchers to publish open access, increasing the volume of research openly available. While this reduces costs for the researcher, it also benefits the wider research community and the public at large. The bipartisan CREATE AI Act aims to overcome the access divide and see the benefits and risks of artificial intelligence properly weighed for all Americans. Photo credit: Frontiers In July 2023, US Senators Martin Heinrich (D-N.M.), Todd Young (R-Ind.), Cory Booker (D-N.J.), and Mike Rounds (R-S.D.) introduced the CREATE AI Act (the Creating Resources for Every American To Experiment with Artificial Intelligence Act). U.S. Representatives Anna Eshoo (D-Calif.), Michael McCaul (R-Texas), Don Beyer (D-Va.), and Jay Obernolte (R-Calif.) introduced a companion bill in the House of Representatives. Frontiers welcomes the move. It shows foresight, creativity, and the chance to properly weigh the risks and benefits of AI for all. The bill proposes new national infrastructure for the US that gives researchers, academics, startups, and students from diverse backgrounds much-needed access to the computing power, resources, data, and tools needed to develop safe and trustworthy artificial intelligence. Established in 2022, the Villars Institute is a non-profit foundation dedicated to accelerating the transition to net-zero emissions. It aims to create a healthier planet through intergenerational collaboration and systems leadership. Last month, a team of Frontiers staff led our first collaboration with the Villars Institute by taking part in its 2023 Villars Symposium, an event that fosters intergenerational collaboration and promotes transdisciplinary cooperation. Young minds embarking on their journey toward becoming lifelong systems leaders. The Symposium was created to unite the Villars Institute’s Knowledge Partners with a group of exceptional young minds who are embarking on their journey toward becoming lifelong systems leaders. The blog, Five traits to look for in a Systems Leader, explains more about what this concept is and represents. The Villars Symposium unites high school-aged youth and sustainability experts worldwide to address urgent global challenges. Participants, future systems leaders, explore intricate complex systems (ecological, economic, political, and social) while developing skills for driving systemic change. By engaging with professionals in sustainability and international affairs, they gain insights, forge connections, and align their passions with a sustainable future. Welcome from Thomas Romano, institutional partnerships global sales manager Our dedicated institutional partnerships team at Frontiers has been actively expanding collaborations with partners on a global scale. This year we have welcomed official policy recommendations in both Europe and North America calling for immediate open access to publicly funded research and we have successfully onboarded more than 40 new partners, each bringing unique contributions to our growing community. Our partnership models are designed to help alleviate the financial burden of publishing on individual researchers and to ensure that everyone reaps the benefits of open access. As our community grows, we are working hard to develop these models, with the goal of providing new sustainable and predictable options that align with library budgeting plans and open science priorities. The publishing partnerships team is pleased to share the latest developments in our team alongside updates from our growing community of partners. Credit: Frontiers Responsive and efficient Our partner journals have experienced a positive start to 2023 with a rise of over 20% in submission numbers in the first six months of the year, compared to the same period last year. We’re proud to have achieved an average decision time of just 56 days from submission to decision across all partner journals, while consistently responding to partner requests for support within an average of less than two days. Our team is going the extra mile for our partners. Ahead of eligibility for PMC indexing for newly launched journals, we have provided a tailored service to support authors with self-deposition, resulting in 46 articles being indexed to date. New communications support for partners We are committed to supporting our partners to achieve their goals. As part of this commitment, we’re rolling out an enhanced communications support plan to increase awareness and visibility of our partner journals.
